The name Vǟ Ril Kez is derived from the Wood Elvish language, as Vǟ Ril Kez was founded by Shèsêv Ghibulduc, who was culturaly Wood Elven.
Climate
Vǟ Ril Kez has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cold 5°C (41°F). Vǟ Ril Kez receives an average of 198 cm/y (77 in/y) of precipitation, most of which comes in the form of rain during the fall. Vǟ Ril Kez covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4114 m (13497 ft) above sea level.
Overview
Vǟ Ril Kez was founded durring the late 15th century in fall of the year 1387, by Shèsêv Ghibulduc. The establishment of Vǟ Ril Kez was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Shèsêv Ghibulduc struck deals with nearby nations and communities to establish Vǟ Ril Kez as a prison colony.
Vǟ Ril Kez was built using the conventions of Wood Elven durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Vǟ Ril Kez is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Vǟ Ril Kez is buildings are arranged arround a single spacious split-log ties mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. Unfortuantly, these exceptionaly well made fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Right off the bat Vǟ Ril Kez hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Many of those buildings are schools, scriptoriums, and even one college. One can only wonder what knowledge the town has come into.
Civic Infrastructure
Vǟ Ril Kez possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Vǟ Ril Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Vǟ Ril Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Vǟ Ril Kez's parks.
Vǟ Ril Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Vǟ Ril Kez.
Vǟ Ril Kez has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Vǟ Ril Kez has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Vǟ Ril Kez has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Vǟ Ril Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Vǟ Ril Kez's public wards, blessings, and other arcane systems.
Vǟ Ril Kez possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Vǟ Ril Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Vǟ Ril Kez's natural decorations nor waterways.
Vǟ Ril Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Vǟ Ril Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
The locals are in a state of despair and dull apathy. They've lost the things that used to give them pride and hope, with the best among them carrying on out of habitual duty and the worst giving ready hands to shameful deeds and ignoble acts. No one really believes the future can be better, and most seek only to satisfy immediate appetites.
Vǟ Ril Kez's town hall was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.
In Vǟ Ril Kez hail is always enormous, yet harmlessly plinks off people, creatures, and structures.
The Harpy near Vǟ Ril Kez are known to be a mutant strain of the creature.
Vǟ Ril Kez's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves destroying a prepared ritual vessel to channel Necromancy energies of tier 2 via speaking in tongues.
Economy
